OJK Reforms SLIK to Make Subsidized KPR More Accessible for Low-Income Families

EN.malanginspirasi.com – The Financial Services Authority (Otoritas Jasa Keuangan/OJK) has introduced a major update to the Financial Information Service System (SLIK) to make subsidized home loans (KPR subsidi) more accessible for low-income communities (MBR). The announcement was made on Monday, April 13, 2026, following a meeting of the OJK Board of Commissioners and coordination with the Ministry of Housing and Settlement Areas (PKP).

The policy directly addresses longstanding complaints that SLIK data has been the main obstacle to distributing subsidized mortgages, even though the national target of building 3 million homes remains a top government priority.

OJK Board of Commissioners Chair Friderica Widyasari Dewi stressed that the changes uphold prudent banking principles while significantly speeding up the credit process.

The most important change is the adjustment to SLIK’s reporting threshold. Starting immediately, SLIK will only display credit records of Rp1 million or more — whether based on total accumulated credit notes or the outstanding balance (baki debet).

“In yesterday’s Board of Commissioners meeting, we decided that SLIK reports will only show credit information above Rp1 million, based on either the accumulation of the debtor’s credit records or the outstanding balance,” Friderica explained in an official statement.

Credit notes below Rp1 million, such as small arrears or minor payment delays, will no longer appear in the reports. This is expected to open far greater opportunities for low-income applicants who were previously rejected due to minor data issues despite having good repayment capacity.

In addition, OJK now requires lenders to update loan repayment status no later than H+3 working days after full payment. Previously, this process could take more than a month, often resulting in rejected KPR applications even after the loan had been cleared.

“Once someone has paid off their loan, the repayment status must appear in SLIK within a maximum of three days. This will be fully implemented by the end of June 2026. It is crucial to help developers accelerate housing financing,” Friderica added.

Every SLIK report will also include an official note stating that the data is not the sole basis for credit decisions. Banks are still required to conduct a holistic assessment covering the debtor’s character, capacity, collateral, and economic conditions. BP Tapera has also been granted direct access to SLIK data to speed up verification for subsidized housing financing.

Friderica described the policy as part of OJK’s synergy with the government to accelerate the housing program without sacrificing prudence.

The complete revision of SLIK regulations will be finalized by the end of June 2026. Banks have been instructed to update their systems and internal procedures as quickly as possible to ensure smoother subsidized KPR processing.

The new policy has broad implications. For prospective MBR borrowers, the chance of passing verification increases significantly. For property developers, the time to sell subsidized units will be shortened. Banks, however, retain full authority to reject applications if they identify high risk beyond the new threshold. Standards for non-subsidized commercial KPR are expected to remain stricter.

With this step, OJK hopes SLIK will transform from a barrier into a true supporter of financial inclusion in the housing sector such as KPR, while helping achieve the national target of reducing the housing backlog — all without disrupting the stability of the banking system.
