East Java Provincial Government Implements Scheduled Work From Home Policy for Civil Servants

EN.malanginspirasi.com – The East Java Provincial Government has introduced a Work From Home (WFH) policy for State Civil Apparatus (ASN) within the provincial administration, effective from Monday, March 30, 2026. The WFH arrangement will be applied on a scheduled basis every Wednesday until June 1, 2026, as a measure to conserve energy and fuel amid rising global oil prices.

The policy is outlined in Governor of East Java Circular Letter Number 800/1141/204/2026, issued on March 27, 2026.

On Wednesdays, all ASN in the East Java Provincial Government will work 100% from home, while Monday, Tuesday, Thursday, and Friday remain regular Work From Office (WFO) days with full physical attendance.

Governor Khofifah Indar Parawansa explained that Wednesday was deliberately chosen after careful consideration to avoid creating a “long weekend” effect that could actually increase fuel consumption.

“Starting next week, our WFH will be implemented on Wednesdays. So Monday, Tuesday, Thursday, and Friday we will work on-site. This WFH system is carried out in line with the central government’s fuel and energy-saving policy,” she stated.

According to Khofifah, the average East Java ASN commutes 14 km one way, or 28 km round trip. Reducing mobility by one day per week is expected to generate significant savings, estimated at 108,000 liters of fuel per month.

Essential Services Exempted

The WFH policy does not apply to ASN handling direct public services. Units required to remain 100% WFO include provincial government-owned hospitals, the Social Affairs Agency, Transportation Agency, Civil Service Police Unit (Satpol PP), Regional Disaster Management Agency (BPBD), National Unity and Politics Agency (Bakesbangpol), and Technical Implementation Units (UPT) for senior high schools, vocational schools, and special needs schools under the Education Agency.

Other regional offices are instructed to arrange flexible task divisions, provided that public services are not disrupted.

It is important to note that WFH is not a day off. ASN must continue to fulfill their duties and performance targets under strict supervision:

  • Attendance recorded three times daily (morning, afternoon, evening) via the Jatim Presensi application.
  • Live location sent three times daily via departmental WhatsApp groups.
  • Prohibited from leaving home during WFH.
  • Submit written reports of work output to direct supervisors.
  • Remain responsive and ready to be called to the office if suddenly required.
  • Encouraged to save electricity, water, air conditioning, and lighting at home.

Supervision will be carried out by direct superiors and the East Java Regional Personnel Agency (BKD). Every regional office is required to submit monthly reports on energy savings and performance evidence.

Energy Efficiency Focus

In addition to fuel savings, the policy is expected to improve efficiency in the use of electricity, water, air conditioning, elevators, and office resources, while fostering an output-based work culture supported by technology. The measure is temporary until June 1, 2026, and will be evaluated based on actual savings and performance reports.

Governor Khofifah emphasized that this WFH initiative is not a response to extreme weather or disaster conditions, but a structural step toward energy conservation that aligns with central government instructions.
