No More Cash: Malang Introduces Mandatory QRIS for Over 1,000 Parking Attendants

EN.malanginspirasi.com – The Malang Regency Government, through its Transportation Agency (Dishub Kabupaten Malang), has introduced a new regulation requiring parking attendants (jukir) to deposit motor vehicle parking fees using the Quick Response Code Indonesian Standard (QRIS) via the Sistem Manajemen Retribusi (Sisemar).

The policy replaces the long-standing manual cash deposit method and is designed to enhance transparency while preventing leakage of Regional Original Revenue (PAD). Under the QRIS system, payments from the public flow directly into the regional treasury without being held in cash by attendants, significantly reducing the risk of daily deposit manipulation.

Head of Dishub Kabupaten Malang Eko Margianto confirmed the new policy to reporters on Monday, 30 March 2026. He stated that Malang Regency is the first local government in the region to implement QRIS-based parking payments. However, the system is currently in the trial phase.

“The socialization we are conducting covers the deposit procedure, adjustment of retribution object numbers, and other technical aspects,” Eko explained.

“Because it is still in the socialization stage, the exact realization of deposits has not yet been calculated. However, results will begin to be visible in April 2026,” he added.

Dishub is currently carrying out intensive socialization for more than 1,000 jukir operating at various parking locations across the regency, while simultaneously synchronizing data with Bank Jatim.

Eko acknowledged that the primary challenge is human resources. Attendants are required to own Android-based smartphones to process deposits. Those without phones or who face operational difficulties may receive assistance from family members.

“Deposits from parking fee collections can be made using other devices, provided the name matches the account. For example, if the collected amount is Rp70,000, the system will record exactly the same figure,” he clarified.

Boost Local Income

Nevertheless, all official jukir in Malang Regency have already transitioned to non-cash payments, with an average daily deposit of Rp10,000. The amount has been adjusted to account for the attendants’ responsibility in cases of vehicle loss by parking users.

Eko confirmed that illegal (liar) jukir still operate in some areas. He stressed that legitimate attendants are easily identifiable by their official ID cards and vests clearly marked “Dishub Kabupaten Malang” along with their identification numbers.

“Official jukir can be recognized through their ID cards. And also vests bearing the Dishub Kabupaten Malang name and ID number,” he said.

Attendants are strictly prohibited from refusing QRIS payments. The public is encouraged to use the digital method, while similar regulations have already been introduced in various other regions.

The initiative aligns with the national trend toward cashless parking. The Surabaya City Government and several areas in Batam have begun implementing digital parking systems in stages.

Across Indonesia in 2026, multiple cities are targeting full mandatory non-cash parking transactions through QRIS or electronic money.

The digital, data-driven parking system is expected to create more orderly management, increase PAD, and provide greater certainty for the community.

“We urge residents. If you encounter illegal jukir, request a ticket or report them immediately through the Malang Regency Dishub Hotline,” Eko Margianto concluded.
