SURABAYA – The East Java High Prosecutor’s Office’s decisive action to uncover alleged corruption in the financial management of the Surabaya Zoo and Zoo Regional Company (PD TS KBS) has entered a new phase.
After questioning several witnesses and gathering evidence, the East Java High Prosecutor’s Office’s Special Crimes Investigation Team officially named CA, the President Director of PD TS KBS for the 2016–2024 period, as a suspect on Tuesday (July 21, 2026).
The suspect determination was announced by the Assistant for Special Crimes, Dr. IG Punia Atmaja NR, along with the Assistant for Intelligence, Pri Wijeksono, S.H., M.H., accompanied by the Head of the Legal Information Section, the Head of the Investigation Section, and several members of the investigating prosecutors.
The Special Crimes Assistant explained that the investigation revealed alleged unlawful acts in the form of abuse of authority in the financial management of PD TS KBS from 2016 to 2024.
“The suspect, CA, is suspected of using company funds for inappropriate, fictitious, and personal expenses,” explained the Special Crimes Assistant.

Surabaya Zoo, one of Indonesia’s oldest and most visited zoos, has long relied on government and public funding to maintain its collection of hundreds of animals.
Visitors and animal welfare advocates had previously raised concerns about the condition of the facilities and the health of the animals, complaints that appear to have been validated by the corruption probe.
Officials indicated that Anwar’s arrest marks a significant breakthrough, but the investigation remains active.
In carrying out his actions, CA allegedly instructed STN, as Head of the Accounting & Finance Department, to disburse company funds and create fictitious accountability documents related to operational needs.
Furthermore, for the 2023-2024 period, these unauthorized cash disbursements also received approval from MN, as Director of Finance.
Based on preliminary calculations by the East Java Provincial Financial and Development Supervisory Agency (BPKP), CA’s actions resulted in state financial losses, namely PD TS KBS, amounting to Rp10,209,664,735.60. These alleged irregularities also contributed to the decline in the quality of management of the Surabaya Zoo.
For his actions, CA is suspected of violating Article 603 primary or Article 604 subsidiary of Law Number 1 of 2023 concerning the Criminal Code as amended by Law Number 1 of 2026 concerning Criminal Adjustments in conjunction with Article 18 of Law Number 31 of 1999 as amended by Law Number 20 of 2001 concerning the Eradication of Criminal Acts of Corruption.
