Malanginspirasi.com – University of Brawijaya (UB) held discussion about Draft Rector’s Regulation (Rancangan Peraturan Rektor or Rapertor) regarding mental health services to provide a strong legal basis for their implementation on campus.
The regulation will govern various important aspects, from service mechanisms, the parties involved, to the procedures for providing psychological assistance to students.
“This regulation will provide clear guidelines for all parties so that mental health services can run optimally and in a coordinated manner,” said Vice Rector for Student Affairs Dr. Setiawan Noerdajasakti, S.H., M.H., on Tuesday (April 14, 2026) on the 7th floor of the Faculty of Agricultural Technology (FTP).

Setiawan emphasized that the indicator of student academic success is not solely by hard skills but also mental health.
He stated that students with healthy mental health tend to be able to complete their studies on time with optimal results.
“Students need more than just academic strength; they must also maintain a healthy mental state to ensure their studies run smoothly and successfully,” he said.
He explained that students’ mental health varies widely. It depends on internal and external factors such as their environment, family, and economic circumstances.
Therefore, the university has a responsibility to ensure a support system that can maintain and improve students’ mental health.

Currently, UB has several service units, such as the Sexual Violence Prevention and Handling Task Force (Satgas PPKS), a counseling service unit, and related sub-directorates.
However, Setiawan believes that it needs more comprehensive regulations to ensure the implementation of these services has a strong and integrated legal basis.
He further stated that after this discussion, the Draft Regulation will be processed through formal stages, including submission to the Rector and possible discussion at the Academic Senate level before being ratified.
This activity involved various parties across UB units, including the Vice Dean III, the Legal Division, the Directorate of Human Resources, and the UB Clinic.
The involvement of multi-stakeholder represents the university’s commitment to building an inclusive and sustainable mental health service system.
Setiawan Noerdajasakti hopes that this regulation will allow students to have better access to mental health services.
Thereby it can prevent psychological disorders that could potentially hinder their studies or trigger unwanted behavior.
Furthermore, the university is currently developing guidelines regarding the prevention and handling of violence within the university environment as part of its efforts to create a safe and healthy campus environment.
