BPJS Kesehatan Explains Mass Deactivation of JKN PBI JK in Malang Raya

Malanginspirasi.com – The deactivation of participation in the National Health Insurance Program (JKN) for the Premium Assistance Beneficiary (PBI JK) segment in the Malang Raya region has sparked questions from the community. In response, the BPJS Kesehatan Malang Branch has issued an official explanation on the policy foundations and the reactivation procedures for affected participants, aligning with current regulations.

Hernina Agustin Arifin, Head of the BPJS Kesehatan Malang Branch, explained that the deactivation of PBI JK participants is a follow-up measure. This action originates from the Minister of Social Affairs Decree Number 3/HUK/2026, which took effect on February 1, 2026, as part of a nationwide update and refinement of participant membership data.

“In the Minister of Social Affairs Decree, adjustments have been made to the PBI JK participant data, where a number of deactivated participants are replaced with new ones,” said Ina, Hernina’s familiar nickname.

“As a result, the total number of PBI JK participants remains stable. This data update is conducted periodically by the Ministry of Social Affairs to ensure that premium assistance is precisely targeted,” she elaborated.

Based on data received by the BPJS Kesehatan Malang Branch, the number of deactivated PBI JK participants in the Malang Raya operational area is as follows:

  • Malang City: 9,920 participants
  • Malang Regency: 112,140 participants
  • Batu City: 3,974 participants
Reactivation Mechanism for Affected Participants

Ina clarified that deactivated PBI JK participants who require health services can submit reactivation applications through the local Social Affairs Office, beginning at the village or sub-district level.

The verification process for these reactivation submissions falls under the authority of the Social Affairs Office and the Ministry of Social Affairs. Once approved by the Ministry of Social Affairs Data Center, BPJS Kesehatan can then activate the approved data from the relevant agencies.

“If members of the public inquire about the process to reinstate as JKN participants with government-backed guarantees, we guide them to follow the procedure through the sub-district and Social Affairs Office in line with existing regulations,” Ina stated.

To prepare for the large-scale deactivation of PBI JK memberships, the BPJS Kesehatan Malang Branch has engaged in intensive coordination with health facilities. This includes both Primary Health Facilities and Referral Health Facilities, such as hospitals, focusing on disseminating information about membership status and protocols for handling deactivated participants.

This coordination ensures that health facility staff can offer accurate explanations to patients and direct them according to established mechanisms.

Additionally, the BPJS Kesehatan Malang Branch provides information support at hospitals via BPJS SATU! officers, particularly for participants whose membership is discovered to be inactive during service access.

These officers assist by explaining JKN membership status and guiding participants and their families to coordinate with the Social Affairs Office through the proper channels.

Special Considerations for Patients Requiring Ongoing Care

For PBI JK participants with chronic or ongoing medical needs—such as dialysis (hemodialysis) patients, those with heart conditions, or individuals undergoing continuous treatment—they are advised to promptly pursue reactivation through the village or sub-district and Social Affairs Office. They should bring a medical certificate from the health facility and a decile certificate from the village or sub-district.

The BPJS Kesehatan Malang Branch maintains ongoing coordination with hospitals and relevant agencies to guarantee that patients continue receiving medical care in compliance with regulations, while also receiving clear guidance on the administrative steps for future membership applications.

How to Check JKN Membership Status

To verify the active status of JKN membership, the public can utilize various channels, including the Mobile JKN app, Care Center 165, the PANDAWA service via WhatsApp at 0811-816-5165, or by visiting the nearest BPJS Kesehatan office in person.

“We urge the public to periodically check the active status of their JKN membership and understand the applicable mechanisms. This way, participants’ rights remain protected, and access to health services can run optimally,” Ina concluded.
