To Ensure Essential Public Services, Pemkot Malang Relies on Hexa Helix and PAD Digitalization

Malanginspirasi.com – Malang City Government (Pemkot Malang) has affirmed that essential public services will remain fully operational. This assurance addresses concerns over the projected decline in central government transfers impacting the 2026 budget.

The statement was delivered by Malang Mayor Wahyu Hidayat during a plenary session of the Malang City Council (DPRD). The meeting, held to present responses to general faction views on the Draft Regional Regulation for the 2026 Regional Revenue and Expenditure Budget (APBD), took place at the DPRD Building on Wednesday, November 12, 2025.

Relying on Innovative Strategies

According to the Mayor, the city administration is now focusing on innovative strategies centered on strengthening Regional Revenue Budget (PAD) and hexa helix collaboration.

Facing a projected APBD of Rp 2,176,112,785,736.96—a decrease from the previous year—the Mayor emphasized that budget priorities remain directed toward core services, particularly education and health.

To optimize PAD, Malang City is aggressively promoting digitalization.

“The strategy to maximize Locally Generated Revenue (PAD) in Malang involves expanding electronic payment systems such as QRIS and EDC, along with integrating data for stronger monitoring,” the Mayor explained.

Hexa Helix Collaboration

Additional efforts include improving taxpayer compliance and reviewing service charges. The Mayor also responded to suggestions from the NasDem–PSI Faction regarding external partnerships by detailing the implementation of the hexa helix collaboration model.

This concept involves synergy among government, academia, businesses, media, and communities to attract non-APBD financing.

“We have proactively pursued Government and Business Entity Cooperation (KPBU) schemes and met with several university rectors to discuss Corporate Social Responsibility (CSR) initiatives, including joint parking solutions with higher education institutions,” he added.

These measures represent concrete steps by Malang City Government to maintain budget stability without compromising essential programs.
