en.malanginspirasi. com – The Indonesian governments and the Republic of Albania signed a Memorandum of Understanding (MoU) on cooperation in the placement and protection of migrant workers as a strategic step to strengthen bilateral relations in the employment sector.
The signing took place during a meeting between the Minister for the Protection of Indonesian Migrant Workers (P2MI), Mukhtarudin, and the Minister of Economy and Innovation of the Republic of Albania, Delina Ibrahimaj, at the P2MI Ministry Office in Jakarta on Thursday (July 30, 2026).
Minister Mukhtarudin stated that the signing of the MoU was a follow-up to President Prabowo Subianto’s visit to Albania.
Prabowo met with the Albanian President and Prime Minister to discuss strengthening cooperation between the two countries.
“Today’s meeting is actually a follow-up to President Prabowo Subianto’s previous visit to Albania. Today marks the signing of the MoU between Indonesia and the Republic of Albania to strengthen synergy in employment relations, particularly strengthening the protection of Indonesian migrant workers who will be placed in Albania,” said Mukhtarudin.
Mukhtarudin expressed his appreciation for the visit of the Albanian delegation, which he considered a momentum to strengthen friendly relations between the two countries and strengthen cooperation in the placement and protection of Indonesian Migrant Workers (PMI).
He stated that this collaboration aligns with President Prabowo’s directive to provide comprehensive protection for migrant workers, from before departure, during work, and until their return home.
Furthermore, the government continues to shift the paradigm of migrant worker placement from low-skilled sectors to skilled and professional workers, thereby enhancing their competitiveness in the international job market.
“Albania is one of the countries that will become a destination for the placement of skilled Indonesian migrant workers, both in the formal sector and in the professional sector,” Mukhtarudin concluded.

According to data from the Computerized System for the Protection of Indonesian Migrant Workers (SISKOP2MI), from January 2025 to July 29, 2026, the Ministry of P2MI facilitated 142 placement services for Indonesian migrant workers in Albania.
Mukhtarudin assessed that the signing of the MoU provides an important foundation for building a more organized, secure, and sustainable placement system.
He added that the implementation of the MoU will continue through the development of an implementing instrument as an operational guideline so that all agreements can be implemented clearly, measurably, and accountably.
Indonesia also encourages the gradual implementation of the cooperation, prioritizing sectors with clear labor needs and allowing for optimal oversight by both governments.
“Indonesia is ready to meet Albania’s skilled labor needs in the hospitality, healthcare, manufacturing, and construction sectors. We believe that success in these priority sectors will lay a strong foundation for expanding cooperation to other potential sectors in the future,” said Mukhtarudin.
How Albania Views Indonesia as One of The Most Important Partners
Meanwhile, the Minister of Economy and Innovation of the Republic of Albania, Delina Ibrahimaj, emphasized her government’s commitment to strengthening bilateral relations with Indonesia through the concrete implementation of the MoU.
According to Delina, her visit is the first official ministerial-level visit from Albania since the opening of the Albanian Embassy in Jakarta and marks a new milestone in diplomatic relations between the two countries.
“We are in Jakarta for the first official visit from Albania to Indonesia. This is also the first high-level visit by an Albanian Minister since the opening of the Albanian Embassy in Jakarta,” said Delina.
She appreciated the support of the Ministry of P2MI throughout the drafting and signing of the MoU and assessed that the success of the two countries in finalizing the agreement reflects a strong political commitment to expanding cooperation.
Delina emphasized that Albania views Indonesia as one of its most important partners in the Southeast Asian region.
Furthermore, Delina revealed that Albania needs workers in the health, logistics, agriculture, and various other service sectors.
She believes that Indonesian workers have a good reputation internationally due to their professionalism and competence.
“We believe that Indonesian workers are highly respected internationally for their professionalism and capabilities. Therefore, we want to expand cooperation with Indonesian workers,” said Delina.
Through the signing of the MoU, Indonesia and Albania are committed to strengthening a safer, more transparent, and more sustainable migrant worker placement and protection system, while strengthening the friendship and strategic partnership between the two countries.
