Governor Khofifah Indar Parawansa officially opened the Grand Pavilion at Dr. Saiful Anwar Regional General Hospital (RSSA) Malang on April 22, 2026—a facility designed to meet and exceed global medical standards.
Standing majestically with seven floors on a 15,000-square-meter plot, this building is far more than just additional inpatient rooms. The Grand Pavilion stands as a symbol of financial independence for a public institution. The entire construction cost of nearly IDR 150 billion was fully funded through RSSA’s own revenue.
The fact that this project used neither regional (APBD) nor state budget (APBN) funds serves as proof that regional hospital management can operate in a highly professional and expansive manner.
Governor Khofifah openly stated that the primary target market for this facility is the middle-upper segment. This strategy was adopted so that Indonesians, particularly East Java residents, no longer need to look abroad for healthcare services.
“No need to go to Singapore, no need to go to Malaysia. Just come here,” she said.
One Stop Service
One of the highlighted advantages is the one-stop service concept. Within this building, efficiency is paramount. The Grand Pavilion is equipped with modern treatment rooms, an integrated operating theater, and pharmacy services all under one roof.
With this system, patients requiring emergency treatment or surgery no longer need to be transferred between buildings—a process that risks wasting time and reducing comfort.

The medical strength behind this magnificent structure is equally formidable. A total of 202 medical personnel have been deployed. Including 61 specialist doctors and 141 sub-specialist or consultant doctors ready to provide advanced medical care.
The technological support is also at the highest level, ranging from a 1.5 Tesla MRI to a central referral laboratory using an automated robotic system to detect bacteria and viruses with precision, speed, and safety.
Cross-Subsidy
Though the inauguration is new, operations quietly launched in 2025. Data shows impressive performance, with a total of 13,906 clinic visits and 2,356 inpatient admissions. In fact, three operating rooms that have only been in operation since February 2026 have already successfully served dozens of major medical procedures.
RSSA Director Mochamad Bachtiar Budianto emphasized that this building is part of a service diversification strategy aimed at generating sustainable revenue for the hospital’s overall operations.
However, he guarantees that this modernization will not erode social values. RSSA remains committed to the principle of “Service Charity”—a promise that every segment of society will be served equally, without discrimination.
Behind this inauguration lies a strong message from Governor Khofifah regarding healthcare management efficiency. She encourages the consolidation of medical device and pharmaceutical procurement across provinces to reduce costs and ensure stock availability.
